There are a number of players who are able to provide you with SMS enabled numbers. The key is to look for the company that will provide you with as much of your targeted list of numbers as possible (saves the headache of having several suppliers).
Inbound numbers are hard to set up, and specific carriers have different requirements. However, Nexmo (where I work) have 37 countries, where inbound SMS numbers are available.
Your example, of a restaurant in one of those 37 countries (Australia, Canada, Mexico, Russia, US etc etc) would work. For the other countries, there is always the option to use an automated recording from a voice enabled local number.
